The politics of implausible deniability allow institutions to reap the benefits of some action without being held accountable for it; however, this does come at a cost.

We must re-balance civil-military relations in Pakistan’s politics, but doing so requires first and foremost that we acknowledge the intrinsically political nature of the military.
