Capability to do what to whom?
About 14 years ago the Canadian public were told that we were in serious problems because we did not have an undersea capability. So, the solution was to rush out and buy some used Subs. None of which have ever been trull "operational".
No matter. At no time during the last 14 years have I or anyone I know felt a threat to Canadian sovereignty during the period that subs have not been available.
The same can and will be said about other military toys that we are now being told we badly need. Some folks are still wanting to prepare to fight another WWII.
